The EU electricity market design reform — Regulation (EU) 2024/1747 and Directive (EU) 2024/1711, in force since 16 July 2024, with national transposition following the Directive’s deadlines — points every member state in one direction: flexible connections, transparent capacity, smarter operation before more copper. Austria’s ElWG is one worked example of that direction.
Member states must enable connections with temporary limitations in constrained areas — the same mechanism Austria's flexibler Netzzugang implements, and the same operational question: how do you compute a limit that is safe and as generous as the grid allows?
Operators must publish available hosting capacity at meaningful spatial resolution — not an annual PDF but a maintained, queryable picture of where the grid can take more.
Connection requests get a statutory response clock. Answering fast and defensibly requires knowing your grid's state and headroom continuously — not commissioning a study per request.

Austria’s ElWG (in force since December 2025) translates the EU direction into concrete requirements and timelines: flexible network access with 12–24-month full-access deadlines under its temporary route, quarterly capacity publication on a shared platform, network development plans from 1,000 metering points, and generation peak capping under § 101 (PV in force, wind from 2027). Operators elsewhere in Europe reading this page are looking at their own near future — and the tooling question is identical everywhere: find the capacity in the grid you have, prove it physically, and keep the published picture current.
